Hair Emergency. I Need Help !!?

I have naturally wavy hair and when I put some straightening gel it doesn't get frizzy it looks shiny(the gel does not straighten my hair at all ) . But my hair is a like 2inch above my shoulder when its straight and when i just put gel it curls up and looks puffy. I want to wear my hair wavy but not puffy.
